WPS vs. PQR vs. welder qualification records
A bid package says “provide WPS, PQR, and welder certs,” but the files have inconsistent names, missing revisions, and no obvious links. The wrong document can lead a crew to follow test data as instructions or assign a welder outside a qualified range.
Use this guide to sort the package before work starts. A WPS tells the crew how to weld; a PQR supports a tested procedure; a performance qualification record supports the individual’s qualified range. The governing documents and responsible quality authority decide what is acceptable.

This is not a three-step certificate ladder. A project may use a prequalified, tested, or allowed standard procedure. Personnel still need the required performance qualifications.
What a WPS does on the shop floor
The WPS is the controlled production instruction. It gives usable ranges to the welder, supervisor, and inspector.
Depending on the governing document and process, a WPS commonly identifies:
- Number, revision, issue date, approval, and governing code or specification edition
- Supporting PQR or standard-procedure reference when required
- Process sequence, joint design, backing, root details, and permitted positions
- Base-metal specifications, groupings, and thickness or diameter ranges
- Filler metal, electrical variables, travel-speed or heat-input controls as applicable
- Shielding gas, temperatures, postweld heat treatment, and technique requirements

What a PQR proves—and what it does not
The PQR is a record of facts from a procedure qualification test. It captures the essential variables actually used, the coupon, examinations or mechanical tests, and results. Those facts support WPS ranges under the applicable rules.
That makes a PQR evidence, not a general recipe. It may show one actual value where the WPS lists a qualified range. Production needs the controlled WPS, not an instruction to “weld to the PQR.”
For a tested procedure, link the WPS number and revision to the supporting PQR. Confirm that its recorded materials, process, joint, thickness, results, and approvals support the WPS under the governing edition. Never derive ranges from a sample form or memory.

What the welder or operator record proves
A welder performance qualification demonstrates an individual’s ability under prescribed conditions. A welding-operator qualification applies to the person controlling mechanized or automatic equipment. The record documents the test variables, results, and granted range.
The record commonly includes:
- Person or operator identity, employer or qualifying organization, and record number
- Applicable code or specification, edition, test date, process, and WPS used
- Coupon details and applicable base metal, filler metal, position, thickness, diameter, and backing variables
- Visual, destructive, or nondestructive test results and qualified ranges
- Examiner, witness, certification, and approval fields
- Continuity or current-status evidence where required
WPQ, WPQR, WQTR, WQR, “welder cert,” and similar labels are not universal. Read the title, scope, fields, and governing reference instead of approving a file by acronym.

Three procedure paths at a high level
Do not assume every WPS needs the same supporting record. Common paths include:
- Prequalified WPS: A governing code may allow a WPS without contractor procedure testing when every stated prequalification condition is met. The responsible authority must verify eligibility; “common shop practice” is not evidence of prequalification.
- Qualified-by-testing WPS: A procedure test is welded and evaluated, its facts and results are recorded on a PQR, and the supported WPS ranges are established under the applicable rules.
- Standard procedure: A code or specification may permit adoption or use of an approved Standard Welding Procedure Specification under defined conditions. The AWS SWPS overview explains that AWS SWPSs are backed by reviewed PQR data and intentionally restricted ranges.
These are orientation labels, not approval instructions. The governing code or specification and its adopted edition control availability, limitations, documentation, and acceptance.

A sample form is only a format. AWS publishes current and historical D1.1 forms and other free resources, while ASME lists suggested Section IX formats including QW-482, QW-483, QW-484A, and QW-484B. A completed form still needs valid content, support, approval, and project applicability.
Intake and handoff checklist
Estimator or project manager
- Identify the contract, drawings, governing document and edition, client additions, and jurisdictional requirements.
- List the process, material, geometry, position, joint, access, and subcontracted scope; price testing and review where coverage is unverified.

Red flags that require resolution
Stop for these red flags:
- A WPS with no required PQR, prequalification basis, or permitted standard-procedure path
- A PQR issued to the shop as if it were the production instruction
- A continuity claim with missing, expired, unsupported, or employer-inconsistent evidence
- Conflicting numbers or revisions, or a project/code/edition mismatch
- A welder or operator assumed qualified for a process, position, thickness, diameter, backing condition, or transfer mode without checking the documented range
- Blank results, missing identities, altered records, or untraceable reports
- A certificate accepted only because it says “certified”
Do not repair these gaps by editing a supplier’s record or calculating your own ranges. Send them to the responsible organization for controlled correction and approval.
Who makes the final call?
Escalate when the governing path is unclear, an essential variable changes, procedure support is questionable, qualified ranges do not plainly cover the work, continuity cannot be established, or project documents conflict.
The decision may belong to the responsible welding engineer, employer’s CWI or QC authority, client inspector, engineer of record, authorized inspector, or another code professional. The governing standard and contract determine who can approve a deviation or interpretation. A clean package makes that decision visible; it does not replace it.
